Cargill has expanded its European operations for the second time in three months with a $13.9 million investment to increase specialty cocoa liquor capacity at its facilities in Rouen, France, and Berlin, Germany. The company recently announced plans to spend $48 million to expand operations at its largest European plant in Belgium. The expansions were made to meet the increasing demand for premium chocolate.
