The recreation and park department of Kansas City, Mo., is looking into revitalizing one of its downtown parks in order to turn it into a public gathering place. The origins of the park stretch back to the 19th century, but a lack of amenities and programs has allowed the park to languish in recent years, Rob Roberts writes. A study involving universities and professional architects is being conducted to develop a master plan for the park.
