President Barack Obama's $3.9 trillion budget proposal for fiscal 2015 asks Congress for more money to stimulate economic growth. Measures aimed at slowing the pace of U.S. borrowing include imposing higher taxes on the wealthy and big businesses, reducing some payments to health care providers and changing immigration laws. House Speaker John Boehner, R-Ohio, called the plan "a clear sign this president has given up on any efforts to address our serious fiscal challenges."
