Four groups have been selected to submit proposals for a contract that could involve the replacement of as many as 650 Pennsylvania bridges in the coming years. The teams vying to take part in the public-private partnership are Commonwealth Bridge Partners, Plenary Walsh Keystone Partners, Keystone Bridge Partners and Pennsylvania Crossings. "The teams were scored and selected based on criteria such as their financial capability to carry out the project; their background and experience in managing comparable projects; and each team's understanding of the project," according to the state's Department of Transportation.
