Policy groups in Ohio, Pennsylvania and West Virginia are urging the governors of those states to implement a common severance tax rate not lower than West Virginia's 5% for oil and gas drilling in the Marcellus and Utica shale plays. This rate "would bring the entire region more in line with gas-producing states in the West and in the South," the groups wrote in letters to the governors. However, Marcellus Shale Coalition President David Spigelmyer argued that "new energy taxes will reduce development in Pennsylvania, and more capital will be directed to other states and countries."
