More than half of the most overcrowded census tracts in the U.S. are in Southern California, according to an analysis by the Los Angeles Times. Areas around Los Angeles and Orange County are at the epicenter of overcrowding, a phenomenon that experts say can easily go unnoticed. "This is an example of poverty that can go unseen in our communities," said Jason Mandell, United Way of Greater Los Angeles spokesman.
