Delta Air Lines' move to reward fliers for the amount they pay on tickets instead of the miles they rack up has stirred the ire of some passengers, and fed into a sentiment already noted by polls: That travelers think airline loyalty programs are unfair. But columnist Christopher Elliott says airline mileage programs often reward the wrong customers and granting perks to those who pay the most makes sense.
