Wireless carriers say the FCC's proposed rule requiring improved indoor location technology for cellphones is not realistic in the near future. The technology still needs improvement, as the best-performing technology only gets indoor locations right about one-third of the time, said Brian Josef of CTIA. Meanwhile, "every PSAP is going to re-outfit their PSAP equipment to not only receive the Z coordinate, and they are having to overhaul all their CADs to have three-dimensional building layouts, so they can correspond that information to the proper floor and the proper suite within an apartment building," he said.
