Scott Beyer contends that there are seven reasons why building and maintaining America's transportation infrastructure has become so expensive, and most of them are related to policies put in place by Washington. The cost of Washington's role in a project increases its cost by 30%, according to Robert Farris, former head of the Federal Highway Administration.
