U.S. District Judge Federico Moreno has signed a consent decree demanding Florida's Miami-Dade County to spend $1.6 billion to repair its deteriorated sewer system over the next 15 years. Some capital improvement projects are also required to meet deadlines per agreement. The decree is the result of negotiations between the county and state and federal regulators. "There's unbelievable amounts of work to be done," said Bill Johnson, director of the county's water and sewer department.
