There has not be an increase in the federal gas tax in more than 20 years, even though the cost of building materials and labor has risen. Some states are trying to solve the funding shortfall through the public-private partnership model to build and repair roads, bridges and other infrastructure. But some others have gone ahead and raised -- or hope to raise -- the gas tax on their own because "[c]ities and metropolitan regions are having to figure it out for [them]selves," says Atlanta Mayor Kasim Reed.
