The renewal of the federal backstop created by the Terrorism Risk Insurance Act would help municipalities boost their economies, said Sen. Charles Schumer, D-N.Y., who filed legislation that would reauthorize the program through 2021. "No private insurer will insure against terrorism, and many investors want to be assured that if, God forbid, another terror attack occurred, they will not lose their whole investment," Schumer said last week.
