Developer Scott Congel of the S&R Group has unveiled plans to develop the former Seneca Mall in West Seneca, N.Y., into a $700 million "mixed-use, public-private mega-project." The project would include office buildings, retail and entertainment space, residential apartments, two hotels, a theater, hockey rinks and underground parking. Plans for the 55-acre site could also include a covered stadium with more than 60,000 seats for the National Football League's Buffalo Bills, the cost of which would be separate from the mixed-use project. The project could create as many as 7,000 construction jobs, according to Congel.
