Block Communications, which owns TV stations, newspapers and cable systems, is calling on the Federal Communications Commission to police some retransmission-consent negotiations involving large broadcasters or pay-TV operators. Under Block's proposal, the FCC would get involved in disputes that involve pay-TV providers with fewer than 400,000 customers and TV groups that own or run 25 or more outlets, or situations in which pay-TV providers have more than 1.5 million customers and broadcasters own five outlets or fewer.
