The Ohio Senate has passed a measure allowing community colleges to hold tuition rates steady for some students and tie some two-year school funding to student success. How students perform in the classroom will determine how much of the budgeted $419 million schools will receive. The measure also allows schools to "guarantee" tuition to students while they earn their degree, though the board of regents' chancellor must sign off on that policy.
