Reports linking mild tremors to hydraulic fracturing are raising questions about who should be liable for damage incurred by these events. Mike Barry of the Insurance Information Institute says energy companies are likely to have "covered themselves through commercial policies" in situations when their operations cause serious earthquakes. Homeowners can buy separate earthquake policies that have become "fairly inexpensive" in most parts of the U.S., Barry said.
