Legislators in Minnesota have passed a bill that will make it illegal to sell smartphones without a so-called "kill switch" starting on July 1, 2015. The measure is meant to discourage phone theft by enabling owners to remotely disable a stolen smartphone. "[W]hen you take away the worth, you take away the incentive. These thieves that are stealing these things no longer have the incentive to steal 'em," said state Rep. Joe Atkins.
