With state funding shrinking, colleges and universities are increasingly turning to public-private partnerships, especially when funding building projects such as student housing and parking lots. Institutions such as the University of Texas at Dallas and Cornell University have used such partnerships in construction. "One of the pillars of the new policy was no new debt," Cornell architect Gilbert Delgado said. "Funding for all projects has to be either identified or on hand before a project goes forward."
