President Barack Obama is pursuing nonmilitary action against Iraqi insurgents for now, the White House says, but isn't ruling out ordering air strikes in the future. The Pentagon and White House instead may send special operations troops into Iraq to gather intelligence for the Iraqi military. "What the president is focused on is a comprehensive strategy, not just a quick military response," a senior administration official said. "While there may potentially be a military component to it, it's a much broader effort."
