As part of an effort to employ teens and promote a healthy lifestyle, Ohio's Summit County hired local teens to distribute fliers on foot informing people they must license their dogs in compliance with state law. Using AVMA data, officials estimate there are 133,600 dogs in the county, but only 43,000 are licensed. Officials think most people don't license their dogs because they aren't educated about the law.
