The Federal Communications Commission voted along party lines last week to mandate wireless carriers and some messaging applications to provide subscribers with the ability to send text messages to emergency response services by year's end. Opponents, however, objected that only 2% of 9-1-1 centers have arranged to receive the messages to date. CTIA said the mandate could impair the industry's voluntary efforts to provide the 9-1-1 service.
