Republicans say they might use the threat of a government shutdown to try to derail President Barack Obama's efforts to tackle immigration reform by executive fiat, catapulting the issue into the public consciousness ahead of the midterm elections. Both sides see big risks, and potentially big rewards, in the immigration fight. "A cynic would say this is a trap carefully laid by the White House," says former Republican Rep. Vin Weber.
