A document seen Tuesday by Reuters showed that Philip Morris International is preparing to file a lawsuit against the U.K. government if it implements a law that would force cigarette manufacturers to sell their products in plain packs with graphic health warnings instead of branding. " 'Standardized packaging' is a euphemism for government-mandated destruction of property," the world's top cigarette-maker said. "It is unlawful, disproportionate, and at odds with the most basic requirements of the rule of law."
