The 104-year-old tunnels under the Hudson River between New Jersey and New York were in rough shape before Superstorm Sandy -- an event that only made things worse, according to an Amtrak report. The railroad has hired an expert to analyze the tunnels, but preliminary findings indicate the storm-accelerated damage of the concrete bench walls and the wiring, electrical and drainage systems. Amtrak President Joe Boardman says the tunnels only have another 20 years before they'll need to be shut down for a year and rebuilt. This makes building the shelved Gateway Tunnel, which Amtrak estimates would cost $13 billion to construct, a priority.
