Overall, states spent $9 billion less in 2017 on two-year and four-year public colleges and universities than they did in 2008, just before the economic recession began, according to a report from the Center on Budget and Policy Priorities. The data also show that the average tuition at four-year public colleges rose by 35% since 2008.
