Under a revised proposal to change student loan fraud rules, the US Education Department would require borrowers to present proof of fraud that would meet "substantial weight of the evidence" rules and submit applications for loan forgiveness "under penalty of perjury." The proposed rules could also give schools three years to pay any settlement and allow them to appeal the ruling.
