    A program called Choicelunch will be offered in the fall at Del Mar Union School District in San Diego, allowing parents to order their children's lunches online or from a smartphone application using a menu of 17 options.     A recent survey has found that budget considerations will force many Pennsylvania school districts to cut instructional programs in the 2012-13 school year. Districts report plans to increase class size, delay purchasing new textbooks, cut down on electives and extended learning programs for struggling students, and reduce or eliminate summer school programs and student field trips.   • Mass. plans to overhaul struggling urban school district
    Massachusetts schools chief Mitchell Chester has unveiled a plan intended to improve achievement at one of the state's lowest-performing school districts. The plan, which follows a November decision by the state Board of Elementary and Secondary Education to place the Lawrence school system into receivership, calls for increased instructional time, the improvement of English-language learner programs, the empowerment of educators and other stakeholders and a key partnership with several charter schools.
