Some private groups and states such as Texas are launching virtual counseling programs to help high-school students in rural areas choose and apply for colleges. Little research has been done on the effectiveness of such programs and some experts say, while barriers to college are similar in rural and urban areas, the isolation of rural students makes it difficult to create efficacious programs.
