Low-income residents of New York would become eligible for a $15 monthly broadband service under a proposal from Gov. Andrew Cuomo, who notes that 98% of New Yorkers have access to broadband. In his State of the State address, Cuomo also said New York will work with the Ford Foundation to help extremely poor families pay the $15 fee.
