Honolulu may be forced to slow construction of its commuter rail project as needed revenues collapse due to the coronavirus pandemic. That's according to Honolulu Authority for Rapid Transportation Chief Financial Officer Ruth Lohr, who cites a possible $450 million shortfall for the $9.2 billion project.
