A cost increase of $832 million paired with a nearly $450 million revenue shortfall due to the coronavirus pandemic has put Honolulu's rail transit project in a funding hole of more than $1 billion. That's according to new estimates by the Honolulu Authority for Rapid Transportation, which will meet today to discuss the latest funding challenge for building the planned 20-mile, 21-station transit system.
