The Trump administration continues to award contracts for construction of a wall along the US-Mexico border, even in cases where the US government does not yet own the land. The Army Corps of Engineers usually purchases land first before awarding contracts, says Charles Tiefer, a government contracting law professor at the University of Baltimore.
