NYC subway project faces time squeeze

With time growing short, there's little chance of significant progress this year on Phase 2 of the New York Metropolitan Transportation Authority's $6.9 billion Second Avenue Subway project, Larry Penner writes. The MTA expects to enter the final design and engineering stage this year, but with less than five months to go, little time is left to obtain approval of a Full Funding Grant Agreement from the Federal Transit Administration.
