Building, financing, operating and maintaining the Cobequid Pass Toll Highway project as a 30-year public-private partnership would cost $232 million more than it would through traditional procurement, according to a study authored by Christopher Majka for the Canadian Centre for Policy Alternatives. The Nova Scotia Department of Transportation and Infrastructure Renewal is awaiting bids from three companies and will finalize cost estimates next year.
