An accident involving a worker at a housing complex in Naples, Fla., had led to four contractors in the state being hit with penalties and fines exceeding $220,000. The Occupational Safety & Health Administration used its Regional Emphasis Program on Falls in Construction during its investigation, which resulted in 12 citations.
