Regulators in Colorado believe the state's bond requirement for oil and gas drillers is insufficient. Currently, operators can post a blanket bond of $60,000 to cover up to 99 wells, whereas the average cost to the state for dealing with one orphaned well is more than $80,000, the regulators say.
