House and Senate negotiators have announced an agreement on the 2020 National Defense Authorization Act, setting $738 billion in spending priorities. The compromise bill includes $658.4 billion for Department of Defense and Department of Energy program plus $71.5 billion in "Overseas Contingency Operations" funding.
