Looking ahead to the need to handle as many as 80 million passengers per year by 2039, the Phoenix City Council has approved a 20-year road map for upgrades to Sky Harbor International Airport. Improvements may include demolition of Terminal 2 as well as the addition of gates for buses to take passengers to airplanes on the tarmac. The estimated $5.7 billion in funding for the plan would come from grants and existing passenger fees, without raising taxes.
