No school districts are participating in a federal pilot program, established in the Every Student Succeeds Act, which allows districts to combine local, state and federal funding into new systems that weight funding on a per-pupil basis. Findings from the Congressional Research Service point to reasons for the lack of participation, including that the pilot program is limited to three years.
