Broadband Now estimates that at least 42 million people lack high-speed internet service, 28 million more than the Federal Communications Commission found in its 2020 Broadband Deployment Report. The discrepancy arises because the FCC calls a whole census block covered if at least one household in it has broadband access, Broadband Now explains.
