Congress has added a provision to the Federal Pandemic Unemployment Compensation program that requires state agencies to address the problem of employees refusing to return to work while earning unemployment. State unemployment agencies will have to create reporting methods for employers, institute work refusal policies and notify individuals who refuse to go back to work or take suitable job offers without proper cause.
