The Canadian province of Newfoundland and Labrador says it will provide a little more than $13 million to North Atlantic Refinery Limited to cover the cost of keeping the Come-by-Chance refinery idle until the owner finds a buyer. The agreement requires the owner to continue seeking an investor for the refinery, which has been idle since fuel demand fell in April.
