More than 180 countries on Friday agreed to amend the Basel Convention to include new controls for mixed plastic scrap, a move that an American Chemistry Council spokesperson says will create "new regulatory hurdles." The US is not a Basel Convention member, and it may be able to arrange trade agreements with other nations individually, the ACC says.
