Changes to Federal Communications Commission rules on station ownership were based on flawed or missing data and should be overturned, states a reply brief from public advocate groups to the Third Circuit Court of Appeals. The National Association of Broadcasters says the FCC's outdate rules need modernization, "to not only allow broadcasters to survive but also thrive."
