Winter storms are slowing down tower work necessary for the second phase of the RF repack, which aims to transfer close to a thousand full-power TV channels to new stations before the middle of 2020. Experts warn that the delays could snowball this summer because of more stations, shorter testing windows and interference dependencies between stations in different phases.
