EU states' row over ESMA role delays CCP rules

A turf war among EU states regarding the European Securities and Markets Authority's role in regulation of central counterparties means the European Parliament is unlikely to endorse a CCP regime before April. The holdup means rules might not be in place until 2020 at the earliest, leaving national supervisors ill-equipped for crisis intervention.
