The Internal Revenue Service was still processing 11.7 million paper-filed returns as of the end of 2020, and some US taxpayers could see their refunds delayed by the backlog, according to the Treasury Inspector General for Tax Administration. The inspector cited "challenges in hiring sufficient staff" to address the issue.
