Despite a couple's ignorance of the Report of Foreign Bank and Financial Accounts filing requirement, their disregard of it was reckless, the US Court of Appeals for the 4th Circuit has held. They did not mention the account to their long-time accountant and failed to disclose it on their income tax return.
