House Dems propose "Medicare-for-all" bill with lump sum model

A "Medicare-for-all" bill drafted by House Democrats would maintain a fee-for-service model for physicians but pre-pay lump sums to hospitals through a national system. Under the bill, regional directors appointed by the HHS secretary would oversee physicians, hospitals and other health facilities in a certain geographic region and negotiate a global budget or lump sum for each facility annually, with the government making advance payments to institutional providers.
