Report: HIPAA among barriers to interoperability in state health departments

Researchers at Leavitt Partners interviewed state health department officials in Colorado, Idaho, Oklahoma, Utah and Washington, and found that legal and governance challenges, such as HIPAA, and interoperability issues hamper these agencies' ability to share data and use the full potential of artificial intelligence tools. The report also described each state's analytics approach, including the implementation of a statewide program to build an analytics system that would monitor quality measures in Idaho.
